Drill 4 holes in the radiator Cut a square hole in the canister …for Peltier element Сut the gap for access inside Mark the holes on a sheet of paper Drill holes on markup for screws Рut inside drilled radiator But before to screw the radiator … … it should be sealed. Use the “cold welding” Screws fasten the radiator to the canister … and glue the Peltier element.
